حم وَالْكِتَابِ الْمُبِينِ إِنَّا أَنزَلْنَاهُ فِي لَيْلَةٍ مُّبَارَكَةٍ إِنَّا كُنَّا مُنذِرِينَ فِيهَا يُفْرَقُ كُلُّ أَمْرٍ حَكِيمٍ
“Haa, Meem. By the manifesting Book. Verily We sent it down on a blessed night. Verily We are ever warning. Therein every affair of wisdom is made distinct”
Imam Baqir (as), Imam Sadiq (as), and Imam Kazim (as) said, “Haa, Meem. By the manifesting Book. Verily We sent it down” refers to the Quran.
“On a blessed night. Verily We are ever warning” “A blessed night” refers to the Night of Qadr (destiny), in which Allah sent down the entire Qur’an to Bayt Al-Mamour and then over the course of twenty-three years it was revealed to the Messenger of Allah (sawa).
“Therein every affair of wisdom is made distinct” means that on the Night of Qadr, every affair from Haqq and Batil (falsehood), as well as everything else that will happen in the upcoming year, is predestined by Allah.
On that night, Bada (modification of destiny) also takes place. Allah will bring forward that which He wills and He will delay that which He wills (in matters relating to) death, sustenance, trials, difficulties, and illnesses. He will increase and decrease that which He wills.
Then it (destiny) will be received by the Messenger of Allah (sawa) and from him it will be given to Ameerul Momeneen (as), and from him to the Imams (as), until (it is given to) the Owner of the Time (Imam Mahdi (as)) who will be informed of the destiny and its conditions like Bada and Mashiyyat (will, desire), as well as advancements and delays in destiny.
